Executive Meeting of the State Council implementing measures to promote the “traded-in” of the automobiles & home appliances

On 19th, premier of the State Council Wen Jiabao presided the Executive Meeting of the State Council, at which the measures to promote the “traded-in” of the automobiles & home appliances have been researched and implemented.

1. The subsidy will cover more commodities with more funds on the basis of the subsidy policy for the reject and renovation of the old and used cars. As for the medium, light and mini-trucks and some medium-sized buses which meet the requirements of the life time limit and are rejected ahead & taken place by the new vehicles; or diesel-powered cars whose emission can’t reach the national standardⅠand those gasoline-powered cars whose emission can’t reach national standard Ⅲ, they will be subsidized less than the purchase tax of the vehicle of the same size according to the policy.

2. The trial points of trader-in covering five types of commodities: TV, fridge, washing machine, air-conditioner and computer have been set up in Beiijing, Shanghai, Tianjin, Jiangsu, Zhejiang, Shandong, Guangdong, Fuzhou and Changsha. The consumers who meet the requirements of subsidy and purchase the new home appliances will be provided subsidy, i.e. 10% of the price of the new products. The highest subsidies will be determined by its types. The transportation cost of the products to the dismantling companies will be subsidized within a certain range.

3. The subsidy for the reject and renovation of the old and used cars sponsored by the central government will be increased from 1 billion RMB to 5 billion RMB, and meanwhile 2 billon RMB will be subsidized for the home appliances. The premier asked the provincial and municipal authorities to focus on the leadership, work out the detailed enforcement regulations and carry out the organization and implementation. The supervision and administration will be strengthened and the recycles will be increased to ensure the funds will be effectively put in use to serve the consumers. The monitoring of the common people and the mass media should be given in full play as well. 

At the conference, the “Regulations for the Ambassadors of PRC Abroad (draft)” has been discussed and agreed. The draft will then be submitted to the Executive Meeting of the State Council for deliberation after further revision.

国务院常务会议部署鼓励汽车家电“以旧换新”措施

国务院总理温家宝19日主持召开国务院常务会议，研究部署鼓励汽车、家电“以旧换新”政策措施。

（一）在现有老旧汽车报废更新补贴政策基础上，扩大补贴范围，加大补贴力度。对符合一定使用年限要求的中、轻、微型载货车和部分中型载客车，适度提前报废并换购新车的，或者对提前报废污染物排放达不到国Ⅰ标准的汽油车和达不到国Ⅲ标准的柴油车，并换购新车的，按照原则上不高于同型车单辆购置税的金额给予补贴。

（二）在北京、上海、天津、江苏、浙江、山东、广东和福州、长沙，开展电视机、电冰箱、洗衣机、空调、电脑等5类家电产品“以旧换新”试点。对交售补贴范围内旧家电并购买新家电的消费者，原则上按新家电销售价格的10%给予补贴，分品种确定最高补贴额度；对回收补贴范围内旧家电并送到拆解处理企业的运输费用，给予定额补贴。

（三）今年中央财政将老旧汽车报废更新补贴资金从10亿元增加到50亿元，同时安排20亿元资金用于家电“以旧换新”补贴。会议要求各有关省市和部门加强领导，制定明确的实施细则，认真做好组织实施工作。要加强监督管理，提高回收处理能力。要确保财政资金使用安全有效，方便广大消费者，同时充分发挥群众和新闻媒体的监督作用。

会议讨论并原则通过《中华人民共和国驻外外交人员法（草案）》，决定该法律草案经进一步修改后，由国务院提请全国人大常委会审议。
